DIGITAL TRANSFORMATION IN PUBLIC HEALTH SERVICES ADMINISTRATION: A REVIEW OF DISRUPTIVE TECHNOLOGIES AND THEIR ORGANIZATIONAL IMPACT

Abstract
Digital transformation represents a strategic imperative to overcome the efficiency crisis characterizing traditional public health systems. This article presents a narrative literature review analyzing four disruptive technological axes and their impact on healthcare administration: Big Data and predictive analytics, Artificial Intelligence, Blockchain, and Internet of Medical Things (IoMT). The methodology included an exhaustive search in indexed databases (PubMed, Scopus, Web of Science) with rigorous selection criteria focused on administrative implementations and organizational changes in the public sector. Results reveal that Big Data enables the transition from reactive to preventive models through epidemic outbreak prediction and resource optimization; Artificial Intelligence automates bureaucratic processes, freeing healthcare personnel capacity; Blockchain ensures security, traceability, and interoperability of decentralized medical records; and IoMT extends healthcare coverage to underserved areas through telemonitoring. The synergistic integration of these technologies not only improves operational metrics but also entails a profound restructuring of organizational culture, transforming hierarchical structures into more agile collaborative networks. It is concluded that the fundamental challenge does not lie in technological availability, but in the political-administrative will to build interoperable, ethical, and sustainable digital ecosystems that guarantee efficient, equitable, and patient-centered healthcare.
